kyleemckinney on "Header, Bground Image & Header Image"

Hi, I tried asking this question about a week ago but haven't had any replies, even after I gave a couple of updates so I gave it a while and am going to try again.
I have a header/title (Progressive Insanity), then a Header Image (flag), then a background image (logo) going across the top header section of my site. It's pretty much like I want it, except that when you scroll down the page, the image on the right, the background image, gets in the way. It looks very unprofessional. I've tried about 6 different variations (scroll, noscroll, fixed, em20, etc.) but haven't found the right combination of code to get it right. Would anyone be able to help me with the code to get that image to stay at the top right and don't move?

I'm gonna tweak the colors a little more and prolly re-do both images, but then I think I'm finally going to be finished for awhile, if I can just get that fixed.
