temporary locals on "viewing site while under construction"

I had a blog a couple years ago. While it was under construction the public would see my UC sign, but anyone who was logged in would see the real site.
Does this still exist? I've tried three different themes with three different plugins so I think it's me. Or WP. How do I see the real site while I'm working on it without disabling the under construction sign?
