markwill on "Error upgrading to 3.7.1 on IIS"

I have a completely fresh installation of WordPress, installed through the Web Platform Installer on Windows Server 2008 R2. The installation completed without any errors and my site is up and running.

However, when I try to upgrade from 3.7.1 (as offered through the admin console) I receive the following:

Downloading update from http://wordpress.org/wordpress-3.7.1-no-content.zip...
Unpacking the update
Could not copy files
Installation failed

I am guessing that this is a permissions issue but I have followed a very predictable path - used the Web Installer and pretty much used defaults everywhere.

I don't want to just tinker with permission and see what happens - I'd like to understand what's going on and fix it.

Any ideas on what this is and why the default installation doesn't leave me in a state I can upgrade to 3.7.1?
