drashok on "403 Forbidden error You don't have permission to access"

Hi,
(NSFW Sexual Health Site)
I had updated to 3.6 and I was using twentytwelvechild theme.

Comments had stopped reaching my Google Aaps email inbox.
I checked the login Application Specific Password. Incoming and outgoing emails are working.

I changed the theme to twentythirteenchild.
That didn't help.
I deactivated all plugins. Comments were still not reaching inbox.

As I began reactivating plugins (I think it was Bulletproof Security) I got this error:

Forbidden
You don't have permission to access /wp-admin/plugins.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

I then thought of doing a fresh reinstall.
After reinstall with FTP I still get the error:

Forbidden
You don't have permission to access /wp-login.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

I am logged in the admin panel, which still shows the previous plugins.

I searched Google and WP Forum. The last support query is 9 months old. However, I do not understand what they have been saying about <IfModule mod_rewrite.so> and .htaccess. Despite 755 permission (I have still not uploaded my 'uploads' folder) I am getting the error.

I have access to cpanel and FTP.
Kindly guide me so that I can get the site back on line.
I have public_html 'uploads' folder backup and PHPMyAdmin back up.
