shoelaced on "Separate Blog Page & Tag-Specific Page"

All righty, folks, I'm going insane so any help would be much appreciated.

I'm creating my first custom Wordpress theme (from my client's design) for a static website that will have two blog feeds in the menu, but neither of which being the homepage. What I'd like is to have one page display posts with a specific tag, and the other page display posts with another tag. This is because I need a page called "What's New?" that displays news posts, and separate page called "Performance Schedule" that displays concert-related posts.

Now I haven't even started the schedule page, trying first to figure out how to get the posts page to not be the home page, and so far this is what I've tried:

Going to "Settings>Reading" and changing to the home page to a static page, and the posts page to a different static page. This results in both pages having the home page theme, even when I change the posts page attribute to my "BLOG" theme.

Setting the home page as a static page and leaving the posts dropdown blank, which results in the home page working fine, but the posts page won't load the Wordpress loop, which loaded fine when I tried making the Blog page theme the index page theme.

Can anyone offer advice or direct me to some kind of tutorial that will tell me how to accomplish this? I'm sure I'm missing something major and obvious, but again, this is my first custom theme and I'm flying by the seat of my pants here.
