kbuffo on "WP generates htaccess file that prevents access to admin panel"

I am running WP 3.5.2. The site is displaying just fine, but out of the blue I can not login to WP admin. Thanks to these forums, I found the problem: my site is generating htaccess files that cause the issue. If I rename those files via cPanel > File Manager I can get to the admin just fine. Renaming the pluggins folder made no difference, nor did reinstalling WP.

What might be causing WP to generate this faulty htaccess file?
How do I get it to stop?
Could it be 3.5.2 vs 3.5.1?

I understand that you don’t need an htaccess file if you have your permalinks setting at default, true? It is currently set to date and time, default works just as well for me and my users. Will switching to default cause a new set of problems? Will it stop WP from generating faulty/any htaccess files?

I am no programmer, and have done a lot of searching for answers I understand and directions I can follow, but have had no luck. Can anyone help me out? Any there other info I need to provide? Thank you!
