I am having problems getting image editing working correctly.
I find that everything works as described on this page: https://codex.wordpress.org/Inserting_Images_into_Posts_and_Pages. However, the page I'm taken to when I access Edit Image via any of the channels:

does not have the Edit Image button underneath the display of the image.
I have read through some old threads (some as old as three years ago). I have done a manual update using the instructions here:

I have changed the theme to Twenty Ten, Twenty Eleven and Twenty Twelve. I have disabled all plugins; currently I have no plugins enabled.
Nothing I do gets the Edit Image button to display. Therefore, I cannot edit images.
Please help.
